it looks like a pimple.
Contrary it'd look much better on the dash but someone would likely get impaled by it in the event of a crash

The only new cars that can make a hood ornament work are Mercedes and Bentley sedans, and any Rolls-Royce, because they are part of the design, and not just glued on afterwards.

Yes, they've been banned long since by pedestrian safety legislation in most places unless you have the elaborate spring loading systems that Merc and RR do.

No front plate, so its most likely an American market car. The Leaper hood ornament is still available here as a dealer installed option.
